    Hi this is Diane Russell from USAID's biodiversity team. Secure/clear land tenure/property rights are key enabling factors in local mgt of common pool natural resources but in my view not the only enabling factors. A group can have secure tenure but not be able to derive a benefit from the resource due to market factors or other governance issues and as such may not have sufficient incentive to conserve or better manage. Thus from your own country, Australia, LandCare is structured around both environmental management at farm and landscape levels AND private sector partnerships to assure economic benefit.
