To understand how Kenya came to adopt this policy—when a majority of countries provide communities with some incentives and benefits through provision of user- rights such as allowing certain forms of controlled consumptive use of their wildlife resources—one must unravel the history and evolution of the current policy. In the last 70 years, Kenya’s wildlife policies have swung between consumptive use and complete restriction. But throughout this history, Kenyans reluctantly embraced consumptive use and during the brief periods when it was allowed, it was greeted with suspicion and skepticism.
